I hardly consider 1 vote less than 3/4 a "small group". Also, because
something has failed 2 times in a row, does not by any means ensure that
the idea is bad or doomed to eternal failure.
As an example, look at the vast majority of legislation Congress pursues
every year. It fails, is reproposed, fails again, etc...and that only needs
a 50% vote.
My point is that ideas and ability to garner votes are two radically different
things, and that lack of the latter should in now way whatsoever infringe on
the rights of people to suggest the former.
