You are correct. Alpha Phi Omega chapters are generally not in
"inter-greek" councils or such. The appropriate part of the By-laws is as
follows:

Article IX Chapters
Section 15 Policy on Association Membership

Chapters of Alpha Phi Omega shall not seek nor accept membership in any
association solely of social fraternities, except on approval of the
National Board of Directors.

I would imagine that the only time the Board would give its approval is
if membership on such a council was a requirement of the University in
order to be allowed on campus.
