One of the differences between a chapter level and a national newsgroup
is that chapter newsgroups only make sense when 90%+ of the chapter has
access to it. Much less than 90% of those reading on APO-L have access to
newsgroups.

Agreed. One other part of that is that for the obnoxious who post to a
chapter newsgroup can be controlled relatively easily by appeal to the
administration and the computer center. This does not exist for
World-wide newsgroups.
