One. However the minimum dues is $24. (which is equivalent to 3 people)

You need 15. However MUCH better safe than sorry. There are
some other little requirements added by the M&E committee. The group must
contain at least 8 non-seniors if apply Sept1-Dec 31, at least 12
non-seniors if they apply at other times in the year.
