I do believe they define it as not being in your last year....  I became
a senior some 5 years ago and have been attending school ever since :-)
Yes, I am working on the PhD now.

As a brother attempting to re-charter Oklahoma State University, I am
a little familiar with the requirements and even Region VIII.  Chris
Nelms has told us that he would like to see 25 people.  We currently have
16 petitioners and hope to gain many more with an early fall rush.
