Surviving on a mostly Greek campus

One of the chapters that I work with is having some problems with
enthusiasm and dedication, so I thought I'd ask for suggestions.

The school is small (less than 1200) and the campus is about 85% Greek.
Consequently, about 85% of the chapter is also Greek.  The problem is that
most of the chapter considers their Greek organization to be their primary
organization and the APO chapter to be a minor obligation.  For what it's
worth, the chapter is more than 70% female, so it's mostly sororities that
the chapter is competing against.

They are having trouble getting brothers to attend meetings, rush, and
planning meetings.  Brothers are "too busy" to participate.

Any suggestions on how to deal with this situation?  How have other
chapters thrived on largely Greek campuses?  Obviously one technique is to
appeal to the non-Greeks.  What are other approaches?
