The first piece of information that is needed is what non-social greeks are
on the council. Article XVI of the Standard Chapter Articles of
Association says
"This chapter of Alpha Phi Omega shall not seek nor accept membership in
any association consisting solely of social fraternities, except on
approval of the National Board of Directors."

(since most sororities are really fraternities according to their own
by-laws, this really applys to all socials, not just the fraternities)

The only case that I know of that the NBD has approved is Capital
University in Ohio and according to my info, the school said either join
or lose recognition. (which would have killed the chapter)

Biggest Con, against SCAA. 1/2 :)
OTOH, Most Greek councils have no problem with people visiting their
meetings from other groups. The chapter might appoint a brother to attend
all meetings and if approproriate ask for permission to comment or
announce on certain things...
(I think that doing this is a good thing)
