No, this needs to be done by setting up procedures in your bylaws.  And
if a chapter(or for that matter any organization) doesn't have a
provision for doing this, it should ammend the bylaws and create a
procedure now when it's not needed rather than suddenly discovering you
need to suspend someone's membership and have no way to do so when you
have to.
