_Obviously_ you would need a high speed connection, either by installing
one at National HQ or physically placing the server where one exists
already and administering it remotely...  It would be pretty crazy to try
to run a web site over a 28.8 connection.

An obvious place to start might be the 650+ schools with APO chapters.
Many, if not all, already have high speed internet connections, and might
even be willing to provide DNS service for free, if it was negotiated by an
alum.

As for the server, I stand by my assertion that WebStar is the easiest
server to administer and is quite capable of handling real-world loads.  It
can also be administered remotely using FTPd, Timbuktu, and Webstar Admin.
