Well, there is really nothing you can do for those that pad the resume.
We had a similar problem of keeping the actives active. It seems our
problem was if someone pledged then they were 'automatically' accepted as
an active member when the pledging period was over wether or not they
completed all the requirements. Since they did not WORK to become an
active, they had no drive to continue working. To solve this we
tightened up the pledge standards to be harder and stated at the
beginning of the pledge period that IF they completed all requirements
THEN they would be activated. (We don't vote in our chapter.) We have
turned away potential actives because of lack of service hours, or
fellowship hours, or not attending a leadership class, or not passing the
quizzes and/or final with better than a 75%. The really cool thing about
this is that 4 out of five have re-pledged the next semester and
completed the requirements. These second timers are still very active
and it also reflects on the rest of the pledges that they have worked and
earned their active status.
Hope this helps a little.
