I understand the length of time to meet and vote at Nationals, and some things
don't even get voted on. Is there any way to perhaps take some of the minor
items and have chapters vote on them during the 725 days in between conventions,
or perhaps at sectionals and tally up the votes at Nationals?

To partially answer my own question, there may be. I'm working on a proposal
to send in with the rest of my proposed amendments. I'll have to consider the
mechanics of such a possibility, but it could make for more efficient use of
time at the conference as well as throughout the fraternity year for
legislation amendments.
