809 is exclusively the area code for the Caribbean
The main reason you can get nailed is that in billing a call to the
Dominican republic with the 809 area code is exactly like an overseas
call starting like 011, the billing can be as bad as they want. The only
reason that the Caribbean gets used for this is that most people don't
realize that you can dial outside the US and Canada (both of which are
very good about things like this) with just an area code.
Things are actually getting worse in this respect. 809 is splitting up
into about a dozen area codes so that each country (or separate british
posession) gets their own. by 1998 area code 809 will be down to just the
Dominican Republic.
