Is sounds like you want to make a Resolution. Randy was correct that
proposals were already due, but he was refering to Bylaws and the like.
Resolutions can still be submitted. If you want info on writing a
resolution, take a look at the ones already proposed as a model at
http://www.odu.edu/~src/APhiO/Convention
