Archiving in this case is slightly similar to the way DejaNews
archives newsgroups.  Every message and reply will be stored on a
computer somewhere, available for recall.  Unlike news, nothing will
expire (become deleted) and remain for as long as the archiving takes
place.  However, I believe that it would be arranged by date and topic
- similar to news.

Also - I haven't seen the legislation for this years convention (our
meeting is tonight) so I can't really say anything about it yet.
