I was waiting for someone to point out the 20 hour service requirement.
I saw that too and was concerned about how that would be monitored. It
comes at a funny point as well. I have chapters in Section 91 that have
aminimum requirement of hours and I am suggesting they drop it.
Here's why:
At the start of the semester the Service VP comes to the meeting (or
whoever you use to announce this information) and announces that there is
a minimum number of hours (we'll say 15). There are Brothers (and I have
been at meetings where this happens) will, before anything else is said,
go inactive because they "think" (and I quote think because many are
actually very easilly able to reach the 15 hours) they will not be able
to reach this requirement due to the "stress" of the classes. It is a
double edged sword to even use mandatory minimum hours.
Another case in point: There are some that when they reach their minimum
to be in good standing, they stop going to service projects, but they are
in good standing.
I have one chapter in my section that used to use a minimum set of
hours. And they experienced the two scenarios. The service VP took a
leap of faith one semester and deleted the minimum amount of hours. And
today that chapter is doing more projects and more diversified projects
than they did with minimum hours in place.
Chapters have to be free to develop the service program that meets the
needs of that chapter. A national minimum set of hours is imposing a
standard that many chapters may not be able to reach. A small chapter
might burn itself out, whereas a large chapter might be able to enforce
such a requirement
I have the sense that this proposal will not make it out of the
committee, it just is not flexible enough to meet the diverse needs of
over 350 Chapters.

Leadership and Friendship through Service. :)
