Couple of comments...
GSUSA "has no policy regarding the sexual orientation of its leaders".
(The quote is from an interview that someone did with a GSUSA PR person
during one of the lawsuits against BSA). Although not mentioned, they
don't have a policy on the sexual orientation of their scouts either.
As for atheists, there is generally more concern over "...duty to God..."
in the scout oath than "...reverent" in the scout law.
Just to finish up the "3G's" (Girls, God & Gays) of BSA membership
policy, BSA had made most if not all of the gender changes to Exploring
in the early '70s, so I suspect that the decision of APO to allow women
to be brothers didn't cause any BSA institutional problems at all.
