How exactly does a chapter go about locking a vote? I assume this is done
in good faith. Once a delegate gets on the floor, the brother can vote
however they feel regardless of what the chapter feels. I am against
locking votes as you seem to put it as legislation can certainly evolve
during a conference. With hot topics such as the BSA or gender issues, I
believe you can definitely get a pulse (vote) on whether or not your
chapter is for or against change. I know of instances at the last
convention where chapters made it VERY clear what they wanted on an issue
and the delegates voted differently. I believe this is wrong.
There are those who feel people elect representatives to do as the elected
person pleases and there are those who feel people elect representatives
to do as constituents please. I obviously fall into the second category.
