I have seen in the past in my own undergrad chapter and other chapters
that the 2 delegates get a feel for what the Chapter wants. Usually if
the chapter is solidly for the proposal then the delegates will give to
2 votes in the afirmative. If there is a chapter split then they will
tend to split the votes and the if the chapter is solidly against the 2
votes go against. The 2 delegates on the floor represent the chapter's
view not their personal view. Each chapter has 2 votes. They should
send to the floor those 2 Brothers from the chapter who can best
represent the view of the chapter. When I was active and more than just
2 Brothers would attend a convention we would even hold a caucus to help
the voting delegates to reach a decision.
