Actually, yes, they have that right. They also have the right to deny
active status to a *male* brother who transferred from another chapter.
And a coed chapter has that same right too.
Every chapter, whether all-male or coed, has the right to grant or to
deny Active status to any brother who has changed schools from their
original chapter. This is part of their right to determine their
own membership.
