But in making this assertion you have missed the bulk of the clause: "upon the
approval of the respective collegiate chapter and after fulfilling the
membership requirements prescribed by the National Fraternity and by
<<<that chapter>>>." (my emphasis)

Actually, the section is decidedly vague, and is open to interpretation.
Based on that alone, you cannot derive a requirement of coeducation.
