Theta Xi fit most of their criteria when they looked (including there not
being a chapter of that at the main campus.) The APO chapter name and the
new fraternity namebeing the same helped with continuity, both at the
active level and the alumni level (the alumni can be considerred Theta Xi
Nat. Fraternity Alumni after paying a one time fee ($20?))

Theta Xi at carnegie Mellon was a good group when I was there. I think
generalizing about anything for a national Fraternity Nationwide is very
difficult unless it is something directly tied to their fratenrity. For
example Alpha Tau Omega has a history of "Keep the South Alive"
traditions and as such would be less likely to have blacks than a
fraternity with no such tradition.
