While Fuzz's whole post makes good points, I'd like to add one regarding
this statement.  Simply, "nationals" is all chapters.  The National Board
does not usurp authority from the chapters.  It derives power from what is
authorized by votes at the National Convention.

So if a National Convention votes to require all chapters to be open to all
students, regardless of sex, race, etc., the National Board is then given
the authority to enforce that decision.  If such a vote does not pass, the
National Board cannot act on its own unless a higher authority (i.e. the
school, state/federal law, court ruling) makes the decision of the National
Convention invalid.

"Nationals" is not a faceless entity....it is us.
