Mark,
I don't know the specific cases, but support from a public institution has
been interpreted to include items besides financal support. This includes
office space, a mail box, being listed in their student organizational
listing (it's consodered free advertising), use of classrooms or meeting
rooms, and on some campuses email accounts and disk space for webpages.
