Well, by making being in college a prerequisite for joining APO you are
discriminating against one type of disability.  People with learning
disabilities severe enough to prevent them from getting into college.

That's something they're born with, so is it fair to discriminate
against them.  They could actually end up being very valuable brothers,
but...
