At my chapter (Alpha Gamma Chi at Frostburg State University, MD) the
service hours requirement is changed each semester based on the
schedule, the number of people in the program, and the needs of the
chapter. One cannot put a national minimum or maximum on every
chapter in the fraternity for service hours.
At my chapter, I've seen the minimum set to as low as 10 hours and as
high as 40 hours for one semester. (Once, it was set in the Bylaws to
be a minimum of 10 hours per _year_). Plus, my chapter makes minimum
hours for each of the 4 categories of service to equal the total
minimum. Sometimes they just say do 5 hours each of Nation,
Community, Campus, and Fraternity, but once I saw it as 2 Nation, 7
Community, 7 Campus, and 4 Fraternity (Don't ask, cuz I don't know).
To impose a national required minimum would upset the delicate balance
that each chapter must maintain entirely on their own.

Well, I don't know what everyone else thinks of this amendment, but
personally, I think it's terrible. Even though the chapter that I'm involved
with requires minimum service hours for both pledges and officers, I don't
feel that the National Fraternity, through the National Bylaws should
interfere this much with Chapter Operations. Each chapter should be able to
decide if it wants to require service hours to maintain active status (I know
of chapter who do, and some that don't).
Each chapter should be able to shape their own programs to fit the needs of
their brotherhood. While a school with full time students, and a fairly easy
(I know, none are really easy, but you know what I mean) course load can
manage with a large requirement of service, or the actives participate in
many service programs with lots of hours, a chapter at a school that has much
more difficult requirements may not be able to dedicate 20 hours of service
per semester, or 10 or any other preset requirement.
Lets let the chapters set their own requirements, and keep everyone happy.
If you want to do more personally, then do so, but don't force everyone to
have the same requirements as what you believe.
