APO/BSA membership differences

It appears that one of the membership differences between APO & BSA may
be fading slightly.

The San Francisco Bay Area Council has changed council policy on gays so
that simply being gay or lesbian is not grounds for dismissal as either a
leader or a scout.

"But the Bay Area Council has adopted a policy that doesn't call for the
expulsion unless the Scout or Scout leader engages in public homosexual
conduct or advocacy"

However "A spokesman from Irving, Texas where the Scouts have their
Headquarters said the (national) policy had remained unchanged."

It appears from the article that this is part of an effort to have United
Way funding restored to the council. (And possibly to restore corporate
donations, which have also dropped).
