I didn't screw it up. Check out Article VI, section 5 of the bylaws
(Article and section from before Phoenix.)

And could have been removed by the National Board. They didn't for two
reasons, he apparently spends a decent amount of time at his parents
house in Iowa and at least when he moved to IL, there were no people
interested in running for the position.
