This is correct. I have spent alot of time talking with Charlie,
and when he was originally elected as RD in 1990, he still maintained
residence in Iowa, and spent nearly every weekend there. It was
perceived as a possible problem at the time of his election. He, and
the RD that server prior to him, approached the National Legal Council,
and, the current National President, and was told that it would not be a
problem.
