APO has a membership status specifically for these type of students.
They are called extension members.  Community Colleges and other colleges
that do not have chapters are allowed to have up to four extension
members.  If there are more than that then they have to become a
petitioning group.  The whole purpose of extension membership is to help
the fraternity grow into more colleges.
