Having good advisors who watch over such things can also be helpful.
One thing we did in our chapter is investigate the treasurer-candidate's
financial history. We started this after a similar incident happened to
another chapter. It's very easy, and quite reasonable to ask the
candidate to bring in the last twelve months of their personal
savings/checking account statements. If you plan to entrust them with
your money, you have the right to know about their own finances. Be
sure to write this into the bylaws before you enforece it. Once it's in
the bylaws, if they refuse, don't let them run for treasurer. Leave the
investigation to the executive committee or finance committee as an entire chapter need not know all the details.
