I'm not sure if the "small chapter survival guide" is bundled into the
PG information, it probably should be.

I have to come from an outside point of view to this. The only chapter
I've ever been a member of has never had petitioners. (I don't know what
the term was in 1929, but I'm reasonably sure it wasn't petitioners)
