Actually, I was there in 94 as a non-voting, non-speaking delegate (were
were allowed to watch and listen as long as ceremonies and pledge
policies were not being discussed. In 92 and 90, petitioners were
granted a voice on the floor of the conventions. In 94, due to a glitch
in the way the opening ceremony was handled, the Parlimentarian declared
that the Convention's operating procedures needed to be re-voted and the
re-vote went line-by-line. This resulted in the delegation barring
petitioners from having a voice on the floor. A few days later they
were given the voice back.
I believe it was in 1996 that petitioners were given official status in
the fraternity by adding the title to the Membership section of the
bylaws. Prior to that date, they were given NO STATUS WHATSOEVER. They
were effectively, non-members of APO, although pledges did have a status.
