The first question I would try to answer is "Why?".  Do studies, work, other
activities, cause time management problems?  Are these brothers not getting
out of the fraternity what they expected?  I think you must answer that
question before you take any further steps.  In fact, answering that
question should help you focus on a solution, rather than strike blindly at one.

Not to be critical, but this is generally a failure of the chapter to adhere
to standards for pledgeship.  While no one wants to say that a pledge
program is a "weeding out" process, most are designed such that the active
chapter can determine who is serious about the fraternity and who is a
resume-builder.

Again, I think you must answer the "Why?" question before you do this.
Yours could be the best solution, but give yourself some direction first.


Finally, I would suggest soliciting help from your advisors and the Section
staff.  I'm sure they could give you some of the guidance you are asking for.
