I must have missed the message that you are quoting, but a chapter cannot
revoke anyone's membership.  A chapter may suspend membership (national
bylaws III.10 and Articles of Association IX), but only the national
convention can expel someone from membership (National Bylaws III.11)

A chapter can, through its bylaws, set requirements for active membership
and associate membership, but the closest to expulsion that a chapter can
come is to determine that a member does not meet their requirements to
remain active (provided that they have set requirements), and is thus no
longer an active member.  At this point the member's status is somewhat
ambiguous, (i've heard it argued both ways whether or not they are
immediately alumni members at this point) but once they graduate they
become alumni.

Now if the member was suspended when they left, they don't automatically
become alumni, but the bylaws don't address what they do become at that
time.
