One idea would be to make it so that a brother would be inactive if s/he
failed to meet the service hour requirements, but could regain active status
by making up the number of deficient hours.  Example:  Brother X has 35
hours after the year is up.  Brother X could become active the following
year after completing 5 service hours.

For meetings, set up a system where a legitimate excuse (ie sick with the
flu, out of town for job interview, etc.) would permit a brother to miss a
meeting with the approval of the Executive Committee or Chapter.

Keep in mind that just because it works at one chapter, it might not work at
yours.  As Jeremy pointed out, smaller chapters would have a harder time
dealing with large numbers of brothers being forced to go inactive.
