Epsilon Zeta Chapter (Rensselaer Polytechnic Inst., Troy, NY) does referr
to some of the offices as being part of "Upper E-Com" and some as "Lower
E-com."  The way it is broken down is:

Upper Executive Committee:      President
                                Service Vice President
                                Membership Vice President
                                Fellowship Vice President
                                Treasurer

Lower Executive Committee:      Recording Secretary
                                Corresponding Secretary
                                Historian
                                Sergeant-at-Arms
                                Office Manager (appointed by President,
                                        approved by E-Com, including the
                                        OM to be replaced)

(for reference, the order of succession is as listed from top to bottom)


The reason this distinction exists is because (with the exception of
Office Manager) the lower offices are easily filled by newer brothers.  Newer
brothers are encouraged to run for those so as to give them time to further
develop their leadership skill before tackling a higher office.  The
responsibilities are not excessively large and do not necessarily require
prolonged exposure to chapter operations to perform well in the office.

The Upper offices have heavier responsibilities.  Also, they require more
of an understanding of how the chapter operates than can be learned from
only one or two semesters of exposure.  Newer brothers usually do not run
for these, although Treasurer is easily filled by a new brother who
may have some accounting/finance knowledge.  Basically, and without much
exception, a new brother is just not ready to hold such an office.

That is where the distinction arises from at Epsilon Zeta.

I mentioned that Office Manager is an exception in Lower E-Com.  This is
a somewhat special case for our chapter.  The position of OM is listed as
being Lower E-com, yet it is rarely filled by a new brother.  Epsilon
Zeta maintains some long-running, rather high-profile services from our
office.  We run the campus Lost and Found, a source of back tests from
which students may study, and a campus wide Used Book Exchange through
which passes a few thousand dollars worth of merchandise each semester.
All of this is overseen by the OM.  (Lost and Found, though, has a chair
appointed by the SVP)  For this reason, this position is also filled by
someone who has more time with the chapter.  This allows a brother to
become very familiar with all of the operations of the office, primarily
the BX.  This truly is an exception to the "Lower E-com" offices.


My experience with Epsilon Zeta has shown this to be true.  I have held
the offices of Sergeant-at-Arms, Corresponding Secretary, and Office
Manager.  (Serving as OM for two non-consecutive terms)  I have seen that
most of the "Lower" jobs can be easily filled without having to be
excessively familiar with / exposed to chapter operations.
