Rice Univ: Theta Lambda (chartered 1949)
I went to Rice's web page and looked through their list of student
organizations. They have never had any National Social Fraternities or
Sororities(according to Baird's) and don't mention any local social
greeks on their web page.
But Rice DEFINATELY has student organizations with national ties. These
include Phi Beta Kappa, Eta Kappa Nu,Habitat for Humanity, Amnesty
International and National Society for Black Engineers.

Tulane Univ: Gamma Upsilon(Chartered 1941)
Was a chapter there at one time. The school does have National social greeks
so If APO is banned for good, we must have done something criminal or beyond.
Section 45 hasn't had a sectional chair from most of the last decade, so
I'm not sure who would be the authority here, Wilfred may be the best source.
Anyone else want to play APO extension trivia? :-)
