Prior to the 1996 convention, the only mention of alcohol was in the
membership policies.  (You have a copy in your pledge manual)  From
Fuzz's web pages:

Chapters, Interest Groups and Petitioning Groups of Alpha Phi Omega
National Service Fraternity shall not use or condone the use of alcoholic
beverages as part of their membership recruitment "rush" or pledge
education programs. A violations of this policy shall be deemed a
violation of the membership policies of Alpha Phi Omega National Service
Fraternity.

There's still quite a bit of room for interpretation, but that by no
means makes us dry.  The risk management policy that was passed in 1996
does modify this somewhat, but I can't find a copy on-line, and I left my
paper copy at home.  From memory, the risk management policy reinforced
that we must comply with all applicible laws and policies of the host
institution (which quite often are more stringent than our own), along
with guidelines about when and where alcohol was/was not appropriate.
(if someone has thir copy handy, could they post that section?)

What you may have run into was a school or chapter policy - there are
some schools that are dry, and there are some chapters at non-dry schools
that have decided that they will be dry.
