This still leaves a lot of room for interpretation.  Requoting the Pledging
Standards or Pledge Manual doesn't shed much light on the issue. Chapters
can interpret this paragraph very differently.

For instance, this could imply that a chapter can not have any alcohol at
any event between the time rush starts through the activation ritual.

It could also mean that any event a chapter does with its pledges may not
have alcohol at it.

Another interpretation: only those events supervised under the office of
Pledge Trainer or VP Membership (or similar) cannot have alcohol.
Fellowship events may allow alcohol.

There is also no stipulation for whether or not a chapter can use its money
to subsidize the cost of alcohol for some event.

From all of the official documents I've read, the national organization
of APO does not have a specific policy regarding the general use of
alcohol in coordination with events associated with non-pledge members of
APO.  General alcohol policy appears to be at the discretion of each
individual chapter.

If I've missed something in the National Bylaws or any other National
document, I'd certainly like to know.  I'm curious how many chapters state
a specific alcohol policy within their own bylaws.
