To the "out-of-staters" coming into the VA area for the Fourth:  In
addition to radar detectors being illegal, they have passed a new law that
went into effect yesterday (July 1).  If it's raining and you need to turn
your wipers on, you must also turn on your headlights.  Even if you don't
think it's very dark, if your windshield wipers are going, you better have
on your headlights.  Just a little FYI to help my Brothers keep some of
their cash and not give it to the wonderful Virginia men and women in blue.
