88/89 Spring conferences Inquiry

Ok, Ive heard 2 versions of what the deal is with the 88/89 spring
conferences, so Im wondering if anyone has official notes on it.
for the Spring 97 conference, bids were open to all... That much is sure.
For the Spring 98, only 89 put in bids, was that because
1) only 89 had bids they wanted to put in
2) Since 88 got the 97 conference, 89 automagically had the 98?
The upshot of the question is who's supposed to be putting in a bit
for the spring 99? Just 88? or whomever wants it?
Sorry for sending a semi-local question to a larger list, but
most of the folk here are at least remotely involved =]
