I think that the chapter needs to look at their membership and what
is appropriate at the time. A teeny, almost dead chapter doesn't
really have a lot of room to say no to a transfer or to have them go
through a formal education period (in my experience the transfers
were needed as officers!). A larger chapter, on the other hand, is
typically much better established and has more room to be picky.
Along those lines, it may be more difficult for a transfer to get to
know about a larger chapter.
Either way, I think that the big brother idea is wonderful.
I think that the individual chapter needs to decide what is needed of
the transfer and what is expected of them as a brother.

Who was a brother of a large chapter (over 200) and an advisor for a
small chapter (less than 10).
