Please show me some record of this agreement.  From very reliable sources,
I
have heard there is no record left of it.  If there ever was a record of
it.  I
would like to see origianl documents one way or the other.  Word of mouth
is
such a bad source of information.

Your sources aren't very reliable!  This was a Convention resolution passed
by the 1976 National Convention in Atlanta, and reported as such in T&T.
 This was also pointed out on APO-L last year and presented to the proper
Reference Committee at Nationals.
