While I don't have a copy of the resolution in '76, the way that the
agreement has been interpreted by the last three Membership & Extension
chairs is that ALL charterings AND recharterings must have membership that
reflects the gender balance of the school.

If my information is correct there HAS been a chartering in which all
chartering brothers have been of the same gender in the last 10 years.
Alpha Gamma Upsilon was chartered in December of 1992 and ALL of the
chartering brothers were female. However the school is approximately 99%
female.

I have no doubt that if an Alpha Phi Omega chapter was formed at a school
which was 99% male that a chartering application in which all of the
chartering brothers were male. (But if a female was interesting in
pledging later, they would not be able to deny on gender the way that
"all-male" chapters are.)

For recharterings it doesn't matter when or with what membership a
chapter went under with. Even if a chapter was all-male when it went
under in 1984 (for example), when it came back it would have to be co-ed.
