You have answered your own question here.  The reason why new and
re-chartered chapters are co-ed is because the National Membership
Policies states that "active membership is open to all students"  This is
a policy that does not apply to the All Male Chapters.  Chapters who were
chartered before 1976 and remained active were given the choice of
remaining All Male or becoming Co-Ed.  If they choose to remain All
Male, then they are considered "Grandfathered" and are not required to
conform to the "new" Membership Policy. Any chapters chartered or
re-chartered after 1976 has to follow the "new" Membership Policy of
having open membership.

As far as "The chapter may determine..." is concered, this relates to the
fact that chapters are not required to admit everyone that pledges or asks
for a transfer of membership.  Also, The National Office does not need to
approve a pledge before they are admitted to active membership.

I think it would do more harm than good to force a chapter to go Co-Ed.
As several represantives from All Male chapters have stated, they will
turn in their letters before their chapter becomes Co-Ed.  Do we want to
alienate our Brothers in this manner?  Can you assure me that the Co-Ed
chapter that takes its place will be a stronger chapter?
