Please accept this excerpt from the Alpha Phi Omega National Bylaws.
While the ultimate authority of the Fraternity does resides with the
National Convention, it is not entirely fair to say that "the
organisation is run by the actives." More appropriately, it is fairer to
say that it is run by the 'Chapters represented at the National
Convention.'
According to the Minutes of the 1996 National Convention:
* only 206 (~60%) of the "over 325 active chapters across the
country" (www.apo.org/service) were represented at the conference
* Board Members and Alumni Reps comprised 32 out of 444 votes - 7.2%
of the voting delegation, enough to swing a close vote....

Article IV. National Conventions
Section 1. Membership.
The supreme authority of the Fraternity consistent with the provisions
of the Bylaws, shall be vested in the National Convention composed of
the members of the National Board of Directors, the Sectional Chairmen,
two delegates from each chapter who shall be active members or chapter
advisors, and one Alumni Voting Delegate from each region, and two
delegates from each Petitioning Group who shall be petitioning members
or Petitioning Group advisors. Other members of the Fraternity may
observe but may not participate in floor debate. Members who have not
been initiated shall not be allowed to observe debate over rituals.
Section 2. Voting Power.
Each collegiate chapter in good standing represented at a National
Convention shall have two votes. If a chapter has only one delegate
registered, that delegate shall have the power to cast both votes. Each
voting member of the National Board of Directors and each Alumni Voting
Delegate registered at a convention shall have only one vote. Delegates
from any chapter not in good standing but represented at a National
Convention shall be entitled to all privileges of delegates from
chapters in good standing, with the exception of voting.

To date, there are now two threats within the Brotherhood pending
action:
1) Life members will be "unable to support the national fraternity with
funds as long as it practices blatant discrimination."
2) All-Male Chapters forced to go co-ed will leave the Brotherhood
While I recognise the right of an individual to protest the practices
and policies of the organisation, I find that withholding money from the
Fraternity only hurts the Fraternity as a whole and fails to address the
issue where it must be addressed. Is Brotherhood something
to be bought?
Those of you threatening to leave the Fraternity if the rules don't
support your views... I leave you with one quote - "The needs of the
many outweight the needs of the few... or the one." Yeah, it's from
"Star Trek," but it's a better argument than IDIC (Infinite Diversity,
Infinite Combinations)...
You want change -- read Article XIII. Then expect to spend long nights
discussing all the amendments with your peers at the Convention.
(AAhhhh... memories of Boston Nationals. Had to stay an extra two days
after Convention so that I could do any sightseeing).
