I think it's not appropriate to take the voting power away from the National
Board. The most compelling reason is that if something happens that gets
the Fraternity into big-time trouble, it does not come down on the chapters
(at least not directly). The Board of Directors is legally responsible for
the organization, and so they should have the option of voting if they feel
the need.
