Yes they do. Just because they don't show up to use it doesn't mean they
don't have one.

Remember that advisors, who typically do have steady jobs with income
(though not always great), can serve as voting members for a Chapter. If a
Chapter cannot attend, they should think about asking an advisor. The
Chapter can still be represented. There should be no proxy voting allowed -
debate can tend to change one's mind, which is why we have a legislative
session (in part). If you want proxy voting, we shouldn't have a
legislative session at all - just have people stay home and send votes in by
mail. This is why some chapters don't direct their delegates how to vote -
they assume the delegate's will vote in the best interests of the
Chapter/Fraternity/etc. At Delta Xi, I served as a Voting Delegate to
Phoenix and the Chapter only asked us to vote a certain way on ritual
issues, and then ONLY if what was reported to the floor didn't change from
what was sent 90 days prior.
Part of the reason the convention rules require a 90 submission is so that
Chapters can know what is going to happen and if an issue is so important,
they can send at least 1 V.D.
I would think that, if going to the convention was so important to a
Chapter, they would find a way to send at least ONE voting delegate.
