Obviously, nobody can force anyone to do anything.  If a chapter, however,
becomes greatly misaligned with the overall representation of the school
then someone could complain and our elected officials could investigate.
They can't force them to integrate, but they could suspend their charter.
Actions can sometimes speak louder than words.  Allowing people to join
chapter x is not the same as inviting/encouraging them to do so.
