If the service vice president of your chapter and the service vice
president of the Gamma Sigma Sigma chapter on Drexel campus, despite
the fact that your chapters already have a fair amount of connections,
cannot manage to cooperate on service programs, I fail to see how a
resolution at the APO national convention will change things in any
substantial way.  Quick: how many people can remember how many
resolutions were passed at Phoenix '96, and what did they say?  Sure,
we can go look that up, but my point is that most resolutions have no
impact on day to day chapter operations.

In some ways this is the reverse of the proposals that APO loosen its
ties with the Boy Scouts of America at the national level.  What
really matters in that relationship has always been at the *local*
level --- an APO chapter and a BSA troop or camp collaborating on
specific service projects to the youth and service to the general
community.  Not at the national level.  It seems to me that the same
would be true of APO and GSS.
